  • Reviewed new campaign video
  • Reviewed comments from the Blog
    – not a lot of activity yet
  • Child abuse Prevention Council
    members sat in on the HEALTH Community Impact Team discussion of
    indicators for preventing child abuse
  • Reviewed minutes from last
    meeting – Bambi commented that it was very helpful to have Cheryl at our
    last meeting to get her perspective
  • Jennifer – wanted to bounce
    something off the group – planning to begin working on the book – TRYING
    HARD IS NOT GOOD ENOUGH
    – but first have to focus on campaign as our
    top priority – would like to hire Lisa Yunek to come in to assist in
    facilitating each Community Impact Team through the next steps and to help
    us answer the question:  What are we
    going to ask that the United Way invest in next year? 
  • Jennifer wants to release the
    next Letter of Intent by September 15th – although we haven’t
    done enough background to see what is missing from our earlier work
    product – Lisa Yunek will walk us through an exercise that ASKS – What are
    we missing?  Is anything new coming
    down the pike right now?  What is
    new in the INCOME/HEALTH/EDUCATION areas?
    Is there someone out there doing it?  Can we talk to them about plugging in
    their work with ours? 
  • The most important part of this
    next work – you are the experts – we want all the experts in the room –
    who is missing from the table?  We
    want to identify what indicators we want to measure next year – Letter of
    Intent is due from   agencies by
    October 15th (?) – we are giving time to invite other partners
    in to be part of the work – we need to identify holes in our strategies –
    we want to put that together with the people we are missing right now – we
    want everyone to be on the same page when we are done in order to sell
    that to our volunteers – we want to go to the UW volunteers with a global
    number and how the INCOME team wants to invest UW dollars
  • Sherry – I feel that we are
    already collaborating together…
  • Bambi – How do we invite more
    people to the table to compete with us for funding? – My initial reaction
    is that we are all hurting for money and we have limited resources…
  • Jennifer – we need to partner –
    why aren’t we talking about how DCAT money works together with ours?
  • Bambi – it is also a problem
    when the Indicators seem to keep changing…
  • Jennifer – I met with Mary
    Schissel and she saw lots of secondary indicators in everyone’s
    applications and letter of intent – she believes that she can graph both
    primary and secondary indicators – she also pointed out that many agencies
    still need to differentiate between process indicator and outcomes
    indicator –the MCYTF is working right now with the Data Divas to create a
    product for us to use – we need to know when and what you can report on
    and what you are doing – we need to start walking through TRYING IS NOT
    GOOD ENOUGH
    – to plan for what strategies we need to get things done –
    is that too pie in the sky for you?
  • Dianne – yes
  • Two indicators we have
    identified in the INCOME group are:
    PEOPLE WILL BECOME EMPLOYED AND WILL INCREASE INCOME  and PEOPLE WILL MAINTAIN THEIR JOBS
  • Jennifer – what can we learn
    from Evidence-Based work products? (like the SEARCH project that NIVC is
    taking part in…)
  • Sherry – we all face the same
    challenge that indicators are measured in different fiscal years depending
    on the funding source that is supporting those outcomes…
  • Jennifer – Are we willing to put
    more money into these things if they are not producing results?  Why are we all meeting with different
    groups?  I don’t need to own it – we
    can just do report outs…
  • Jennifer – On September 15th,
    the RFP will be released with same indicators as in the past – agencies
    will have 30 days to prepare a 3-page Letter of Intent – does it need to
    be that long?  Can we shorten
    it? 
  • Jennifer – The Letters of Intent
    are due back to the United Way by October 15th– right after
    that each Community Impact Team will meet to decide – do we know enough
    about this program?  Where will this
    plug into our strategies?  Who else
    should we ask to submit a Letter of intent?
  • Jennifer – Ultimately this group
    (each Community Impact Team) will decide who will submit a full
    application?  What will that look
    like?  Can we make that simpler?
  • Sherry – We won’t need the
    Outcomes piece because we will all be measuring the same thing, right? And,
    what about a simplified budget too?
  • Mike – Are we all going to be
    measuring the same things?
  • Sherry – We decided that there
    will be a standard set of Outcome Indicators for everyone and everyone
    will measure what they can – we understand that they may not be able
    measure all of the Indicators that are identified…
  • Bambi – Yes, we talked about
    that at the last meeting…
  • Mike – Going back to the process
    – do we start with the full list and go from there?
  • Bambi – We need the list of
    indicators and each agency can choose the things they can measure…
  • Jennifer – Lisa will help you do
    some exploring – are we missing anyone?
  • Mike – The program that is
    measuring more looks like it will be accomplishing more…
  • Bambi – But in our presentation
    to the United Way Volunteers – we are going for the money as a whole/as a
    group of agencies and  we (the
    Community Impact Team) decides how the money will be allocated…
  • Dianne – at the same time – when
    you talk about dividing the money – I see backroom deals going on…
  • Sherry – I can’t …
  • Barb – Why should we invite
    others who are not willing to demonstrate their level of commitment by
    already attending our meetings?
  • Jennifer  – if there is somebody who isn’t
    participating – I have to put an RFP out so that people can respond – but
    it is all coming to this group – maybe someone will come out of nowhere
  • Sherry – That will be our
    decision – can they leverage more dollars for us or do we look for new
    solutions from ourselves?
  • Jennifer – I don’t want the old
    system anymore – I want you guys to decide – what is the most relevant
    thing to happen in the INCOME area?
    Have you felt you are being punished?  We know it is going to take time to
    figure this out – other United Ways have decided to transition into this
    model over time but we decided that we wanted to do things differently…
  • Jennifer – we are planning to
    raise more than 1 million dollars this year…
  • Mark – the outcomes in the notes
    from last meeting – that’s what we are keeping, right?
  • Sherry– are we going to
    standardize Outcome Measures/Indicators? –
  • Barb – I keep going back to
    Cheryl’s statement – that as community volunteers – we want basics
  • Jennifer – our volunteers are
    people who don’t want to be the experts – they want to have small or basic
    indicators that are completely understandable…
  • Dianne – So we are going to sort
    through the indicators and sort out the “BS”?
  • Jennifer – we want to build
    everyone’s trust that – that we have the experts and that we have it under
    control…
  • Sherry – Should we have a set of
    primary indicators and if yes, should we choose secondary indicators that
    we could also decide to measure? We could report those secondary measures
    to this group (the Community Impact Team) – to support the success of our
    strategies…
  • Jennifer – Right now we are
    doing preliminary indicators from the applications that we received – we
    haven’t even talked about the secondary indicators that were on the
    applications – we need to map it out – we need to see a flow chart – to
    understand where are we investing dollars and who is doing what – people
    need to see where they can engage in the process…Mary Schissel  has all of our indicators and she is
    graphing it out for us…and she will delineate what is a process outcome and
    what is primary outcome
  • Sherry – Verbage (or the
    language that we use) is a big deal…
  • Jennifer – exactly and that is
    the 3rd chapter in this book – we all want to get on the same
    page – that’s what I need to sell to donors – this is what we are going to
    do to improve job skills…
  • Sherry – We want to know what to
    write to…
  • Jennifer – then you talk to each
    other – and decide – you do this and you do that…I don’t need a 17-page
    application from everyone –I  am
    working on simplifying application next
  • Mark – Are we all comfortable
    with these indicators or do we want to refine them?
  • Sherry – that is what we will be
    doing with Lisa…
  • Barb– we have to sit down with
    Lisa before September 15th
  • Jennifer – She will meet with
    each group individually – the Data Divas will be meeting with you as well
    to determine whether what you are measuring will work or not… there is
    nothing clear about anything we are doing – it’s a wing and a prayer “– we
    just have to get moving…
  • Sherry – Sounds like we will be
    re-hashing – I felt that’s what we did at Trinity last year…
  • Dianne – I was at the Senior
    Center about 4 weeks ago – and I ran into Brenda Schmitt from ISU – we
    were talking some time back during our Community Impact Team meeting about
    doing a Poverty Simulation – one can’t be put together that quickly – but
    she is excited about the possibility and we were thinking about doing it
    in January sometime – I’m bringing it to the table now– to see if the
    INCOME group has any interest in doing it – folks come in after being
    invited to the simulation– it is experiential learning to help the general
    public learn what it is like to live in poverty…
  • Barb – it is a big project – you
    need a lot of volunteers – and a big room – the volunteers need to be
    trained…
  • Sherry – Could people from our
    own organization participate?
  • Jennifer – people from our Board
    did one during our Board Retreat and thought it was a really good idea…
  • Dianne – it would be great to
    get a place like Music Man Square…
  • Jennifer – one more thing – I
    have a Venture grant that came through last year – for the NANO Loan
    Program through the Pappajohn Center at NIACC for seed money for people to
    start a small business for Women and Minorities – we awarded them $20,000
    last year with the stipulation that they obtain matching funding that they
    were applying for – unfortunately, they did not receive the grant funding
    that they applied for and they want to know if we will still fund the
    application…I will send out copies of their application for everyone to
    review…

 

 

  • Group Consensus Regarding the
    Venture Grant Application- since their application has significantly
    changed due to the loss of outside funding – they should reapply…however,
    everyone will review the application before the next meeting…

Measureable Outcomes for INCOME
determined at previous Community Impact Team Meetings:

Result #1:
People have the resources and skills to become and remain
self-sufficient.  (North Iowa Community
Action and Iowa Legal Aid)

Outcome Indicators:

  • Obtain
    or Increase Household Income
  • Improve
    Employment Skills
  • Increase
    Financial Management Skills

Result #2:
People have access to resources in a crisis to stabilize their
situation.  (Trinity House of Hope and
American Red Cross)

Outcome Indicators:

  • People have
    access to Basic Necessities (Food, Clothing, Shelter) during a crisis – at the
    time of the loss of household income or the loss of the household’s housing or
    home
  • People are able
    to obtain temporary shelter or stable housing (non-shelter housing) during a
    crisis defined as the loss of household income or of the household’s home or
    housing

 

Result #3:
People will have skills and resources to get a job.  (Opportunity Village and NIVC)

Outcome Indicators:

  • The number of
    people who complete job skills training
  • The number of
    people obtaining jobs (either part-time or full-time employment)
  • The number of
    people retaining jobs (either part-time or full-time employment)

 

The reality is that all United Way funding is
“blended” with other sources of funding to target vulnerable populations and to
generate community and/or agency outcomes.

 

QUESTION:  What
should we be advocating for in terms of public policy changes?

DISCUSSION:

  • Cheryl – Outcome Indicators and Outcome Reports/Measurements should be easily measured and easily understood by anyone not associated with the program.
  • Cheryl – Outcome measurement can be confusing and overwhelming for the general public and United Way community leaders to process and to understand.
  • Jennifer – The United Way’s position is that each Community Impact Team can choose to do whatever they want to and/or measure whatever they decide…
  • Ken – There is a difference between measuring wings flapping (process outcomes) and measuring the number of birds flying (outcomes measurement) – did they get housing or not?  Did they get skill training or not?  Did they get a job or not?  Did they keep a job or not?
  • Bambi – the frustration for our workers is that they do so much but are only being asked to count one outcome measurement…
  • Sherry – What can we measure to demonstrate progress towards an outcome?
  • Lori – some examples of success that I would measure for some families include:  they attended work every day that they were scheduled or they went from part-time to
    full-time employment or they are no longer receiving food stamps because their income increased…
  • Barb – NICAO currently measures outcomes on a continuum
    – by obtaining information at Entry and Exit from the FaDSS and Community Partners Programs – Barb distributed copies of the Life Skills Matrix that NICAO uses to measure progress across a continuum of outcome categories including:  Housing, Income, Education, Health, Child Care, Mental Health, Substance Abuse, etc.
  • Ken -  we are all also currently utilizing blended funding to pay for the actual cost of services that we provide – I like the idea of using a Lippert scale like the one on the Life Skills Matrix to measure the status of individuals or families over time – the real issue is how you maintain the improvements in status over time…
  • Sherry – do we care how many men or women that we serve?  Or are we more interested in new people we are serving, who gets training, who gets a job, and what their projected income is?  Cheryl, as a community leader – what are you interested in seeing on our outcome reports?
  • Cheryl – the reports we see are often confusing and overwhelming – I think we are most interested in what is easily measured – I believe that the United Way wants to see the impact of United Way funding in helping people gain earned income not in helping people obtain income from entitlements like SSI…
  • Jennifer – there are systems out there to take care of those people…
  • Barb – expressed her frustration that the idea of helping people gain income from entitlement programs when they previously had no income – was not seen as positive
  • Joey – confirmed that many of the people she serves are convicted felons who find it very difficult to find employment or to find work and many other clients appropriately are seeking SSI Disability as a source of income so that they will no longer be homeless…
  • Jennifer – whatever you measure – keep it simple
  • Bambi – we also have to report outcomes for funding sources for a variety of fiscal years – some of which are overlapping – it all makes a difference in what we tell our staff we want to measure and how and how frequently we measure it…
  • Mike – I want to talk a little about the United Way Blog – I am concerned about some people using the Blog to have essentially an on-going meeting about issues that others may not be able to participate in because they don’t have access to the required technology – I’m also a little gun-shy about who gets information in each organization and that because some information is sent just to the Director – this is just one more opportunity to miss something…
  • Jennifer – How about if we plan to review the comments that have come in on the Blog at the beginning of each meeting?  People who can’t get to the meetings need to know what is going on and the Blog is one way for them to participate and our Board members will also be checking out the Blog to see and understand what conversations are going on…
  • Bambi – suggested that we consider using Skype in order to provide access to meetings…
  • Barb – also suggested checking out Google Groups as a way of providing an on-going conversation or mechanism to ask questions and to receive responses – through email…

MEASUREMENT DECISIONS:

1.       Reporting
Schedule:  Every 6 Months

  1. April 1, 2011 through September 30, 2011 – DUE by October 31, 2011 – Review Outcome Reports at November Community Impact Team Meeting
  2. October 1, 2011 through March 31, 2012 – DUE by April 30, 2012 – Review Outcome Reports at May Community Impact Team Meeting
  3. The Community Impact Team will know what strategies are working by the end of September and will be able to begin planning for what strategies to fund for the next fiscal year.

2.     Outcomes
Reports should include the following information:

  1. How many individual adults were served?
  2. How many individual children (0 to 18 years of age) were served?
  3. How many households were served?
  4. County of Residence for Household
  5. How many adult individuals with disabilities?
  6. How many children with disabilities?

United Way Kick-Off Event

  • August 18th from 4PM to 7PM at Music Man Square
  • Focus on kids returning to school and what they need
  • The Salvation Army Back-Pack School Supply Drive is the week before the kick-off event
  • Plan to provide free gym shoes to kids going back to school through contributions
  • Hoping to provide free hair-cuts (maybe from La James)…
  • Maybe free toothbrushes and toothpaste, maybe deodorant and feminine hygiene products

DISCUSSION

  • Both Sherry and Barb made the point that it is very difficult to extrapolate just the people or numbers served with United Way funding from the larger pool of total individuals and households served by the organization or a specific program administered by the agency.
  • Barb also pointed out that it may be challenging but it is possible to identify the number of individuals and/or householdsserved with United Way funds by the county of residence when you are simply identifying “who” or “how many” received financial assistance from United Way funds but it is almost impossible to determine the number “by county” when we are looking at salaries and benefits for people who routinely serve North Iowa Community Action’s entire regional service area…
  • Jennifer replied “that it will be up to this group of Counselors and whatever United Way Leaders or community volunteers participate in the meetings to decide WHAT will be reported, WHEN or HOW OFTEN those reports will be due, and HOW the budget/or financial information about how the allocation is used by the agency will be reported and WHEN…”
  • Jennifer went on to state ”that since the United Way is not purchasing “units of service” this year, that we (the agencies) don’t have to pick out “just the individuals and/or households served with United Way funds” but rather – HOW MANY individuals or households we can report that achieved the OUTCOME that we are reporting…”
  • Jennifer stated that it will be up to each community impact group (HEALTH, INCOME, and EDUCATION) to determine which strategies have been and will be effective in the future and it will be the responsibility of the community impact teams to determine WHERE the funding will go next year or WHICH agency or agencies will receive HOW MUCH funding for WHICH strategies or OUTCOMES…”
  • It will be up to us to tell the United Way Leaders (Campaign Volunteers) – HOW MUCH we need to get the job done and then it will be up to the United Way Counselors/Community Impact Teams to determine WHAT and WHO will be funded once the funds are raised through the campaign…In particular, Mike Castle with Northwest Mutual and Craig Miller with First Citizen’s Bank are the United Way Leaders assigned to the INCOME team…

QUESTION:  What should we be advocating for in terms of public policy changes?

DISCUSSION continued:

  • Ken Zimmerman stated that the way he looks at “self-sufficiency” is by asking the question – does this person or household have a personal plan for recovery?  And that what we need to be looking at is how that individual or household is able to demonstrate progress towards completing their personal recovery plan in the areas of INCOME, SKILLS TRAINING, and HOUSING…
  • Barb described the Self Sufficiency Matrix that North Iowa Community Action utilizes that measures growth in (17) separate Domains including:  Housing, Food, Health Care, Mobility, Mental Health, Substance Abuse, Physical Health, Income, Employment, Parenting Skills, Child Care, Children’s Education, Legal, Life Skills, Support Network, Safety and Energy Assistance.
  • Jennifer commented that “that is the reason that we (this group) is trying to simplify the process of Outcomes Measurement and Reporting for the purposes of the United Way because, in general, that is too much information for non-experts to absorb and/or to understand…
  • Sherry asked whether it was an issue that individual agencies may be reporting services provided for the same individuals or families in some situations because collectively, we serve many of the same clients…is that duplication of services?
  • Barb responded that “that is why we are measuring COMMUNITY IMPACT – we each provide unique services to many of the same people but it is the fact that they receive unique services from a variety of providers that it makes it possible for them to become successful and to achieve many of the outcomes that we will be reporting…it is NOT a bad thing
    for agencies to serve some of the same people…!

MOBILIZATION TOUR will now be a MOBILIZATION EVENT:  August 19th

  • Jennifer stated that the original vision for the Mobilization Tour/s planned for the week of August 15th through August 19th has changed as it occurred to the United Way that it
    might be more efficient to plan ONE event on ONE day that everyone could attend…
  • So the new plan is to have a Mobilization Event at Music Man Square on Friday, August 19th followed by the United Way Day of Action and then the United Way Campaign…
  • The Mobilization Event would be a Health and Human Services Fair giving each agency an opportunity to showcase their clients, services and outcomes for the benefit of all of those who are in attendance at the Fair…
  • Sherry Becker told the group about a wonderful video that she had just seen that she thought would be a wonderful resource for all of the United Way Counselors and Leaders and maybe we should consider showing the U-Tube Video at the Mobilization Event – she promised to email a link to the video out to the members of the team so that we can review the video before the next meeting – the point of the video is that is it not as important to know the HOW and WHAT of what we do (or what the United Way funds)
    as it is to know WHY it is important…

Our goal is not to reduce duplication but to enhance partnerships.

MOBILIZATION TOUR: 3rd week of August, 2011 – 4 to 5 hour site visits or activities.
COUNSELORS – Subject Matter Experts
Leaders – Community/Campaign Volunteers
Subject Matter Experts need to tell us what our strategies should be and need to sell ideas to leaders.

INCOME Community Impact Team – Suggestion: that we view ourselves as “Community Partnerships Protecting Families” just like the Child Welfare Decategorization community planning groups view themselves as “Community Partnerships Protecting Children”.

ENVIRONMENTAL SCAN: Who are we missing?  Counselors should bring/invite people to next meeting.

  1. I reviewed the notes and have a few suggestions to make. The minutes from the June 17th meeting seem to be dated June 22.

    Under Outcomes to be Measured: result #3 People will have skills and resources to get a job. Outcome indicators: The number of people who complete job skills training. I would caution against the use of the word “complete”. Some people will never complete training. For some to maintain skills and not regress is notable.

    Under discussion continues: Ken Zimmerman stated that the way he looks at “self-sufficiency” is by asking the question- does this person or household have a person plan for recovery? This is in reference to people who are in or recovering from crisis. Not all people need support in response to crisis, some need on-going support to maintain their skills. The important feature of his suggestion is in having a plan regardless of whether it is for recovery or not.

  2. The Income Counselors have covered a lot of ground this summer. We will be reviewing some of this work (look at the common demograpics, etc.) at Friday’s meeting and see how else we can measure our community result areas.
